Project (Matrix export): pick the project whose project-level permissions you want to edit — the sheet, and any file you re-import, then apply to that project.
"All Projects (overview)" is a read-only summary: project-level permissions show as granted if the role holds them on any project, so that file can't be re-imported to change them.

No project selected: any project-level permissions in the file will be skipped and left unchanged — only developer-wide permissions will be applied. To change project-level permissions, select the project first, then upload a file exported for that project.
